|  Rules for the 2009 Jarosi-Willis Memorial Tournament Central Ohio Soccer Association (C.O.S.A.) is pleased to invite your team to apply to the 24th Annual Jarosi/Willis Memorial Cup. Jarosi/Willis attracts both A and B Level teams from Ohio and all states in the Midwest. Tournament Play - Each team will be scheduled a minimum of 3 games. Championship games will be played Sunday afternoon. Each game is staffed by a three person team of qualified USSF referees. No refund will be made in the event of cancellation or shortening of any games due to inclement weather. Rosters - A maximum of 18 U.S.S.F. member players may be registered per team for ages U13 - U19 and a maximum of 14 U.S.S.F. member players may be registered per team for U9 - U12. Each team may have up to 5 guest players. Teams outside of Ohio South must submit a validated team travel permit by May 30, 2009. Only players with valid player passes will be permitted to play. Players may only play on one team for the tournament. Guest Players - You are allowed a maximum of five guest players. The Ohio South Youth Soccer Association, the body that sanctions this tournament, has strict guidelines about approval of guest players by their State Association. THE FORM MUST BE VALIDATED WITH A SIGNATURE FROM WITHIN YOUR STATE ASSOCIATION. At registration you must present the validated guest player roster form, approved team roster, player passes, coaches passes and medical forms. NO GUEST PLAYER WILL BE ALLOWED TO COMPETE WITHOUT THIS DOCUMENTATION. If your State Association does not use guest player forms, please contact us, and we will send you one that YOUR STATE ASSOCIATION MUST SIGN. The mere possession of a player pass is not sufficient proof of a player or team having permission to travel out of state to the 2009 Jarosi/Willis Memorial Soccer Tournament. Tournament Rules Eligibility: This tournament will accept teams (including guest players) of no more than 14 players in the U9 and U10 Divisions, all other divisions no more than 18 players. All teams must be currently registered with their State Association. No All-Star teams will be permitted. Up to five (5) guest players may be added to a team’s current roster. No player shall be allowed to register with more than one team. Teams traveling from outside Ohio South must file travel permits with the COSA office. Age: Players must be born within August 1 - July 31 time frame established by the USSF for the division in which they would participate. Player passes with photograph, duly authorized by an appropriate USSF State Registrar must be presented at registration. Laws of the Game: International Rules (FIFA/USSF) apply, except as hereafter noted. Substitutions: Unlimited. By one team prior to its own throw-in. By either team, prior to a goal kick, after a goal, and after the half break. Also by either team, at a stoppage of play for injury, caution, or ejection. A player who is bleeding or has blood on his/her uniform shall be removed from the field and cannot return until the bleeding is stopped and the uniform is cleaned or changed. Substitutions may be made for injured players. Format: Division Preliminary Championship Ball U19/15 35 min. half 40 min. half 5 U 13/14 30 min. half 30 min. half 5 U12/11 30 min. half 30 min. half 4 U10 25 min. half 25 min. half 4 U9 25 min. half 25 min. half 4 Half-time length – 10 minutes, may be shortened, if needed, at the referee’s discretion. Code of Conduct: Any player or coach ordered off the field by the referee for misconduct shall be suspended from at least the next game, as determined by the Tournament Committee. The Tournament Committee shall review each incident based on the report of the referee. The Tournament Committee’s decision with respect to any suspension shall not be subject to review or appeal. Noisemakers of any kind are prohibited from being used at any games at all sites during the tournament. Forfeits: A minimum of 7 players constitutes a team. A 10-minute grace period will be extended beyond the scheduled kick-off time before a forfeit shall be declared. Failure to complete a match, or a team leaving the field during play, will result in forfeiture. No team that has forfeited a match will be declared a group winner for advancement purposes. Winning teams as a result of forfeits will be automatically awarded the average number of goals either scored and/or allowed in their games. Inclement Weather: The tournament committee shall have the authority to make the following changes if deemed necessary: A. Shorten the duration of the games. B. Suspend temporarily or permanently any game in progress. (Preliminary games terminated after one half of play because of bad weather shall be considered official as of the time of termination.) C. Cancel any or all games if necessary. OSYSA, the tournament committee, the Central Ohio Soccer Association, any of our sponsors, advertisers, supporters, or providers of soccer facilities are not responsible for any expense incurred by cancellation of scheduled games. D. In the event that a final cannot be played or finished. If the game has reached half time then that score will stand and a winner declared. If less than one half of the game has been played, or the game not started, then co-champs are declared. Team Contact Person: Each team, on checking in at registration, must sign in Friday, give the name, hotel, room number, and phone number of the coach or designated contact person who can be reached at any time should the necessity arise. Game Scores: The center referee will keep the official game card, which he shall receive from the designated field marshal prior to each game. The center referee shall obtain the signature of each linesman and each participating head coach at the conclusion of each game. The referee will be responsible for returning the game card to the designated field marshal at the conclusion of each game. Standings: Each team shall be awarded three points for a win, one point for a tie, and no points for a loss. The following procedure will determine the group winner. (1) Most points (2) Head to Head (unless 3 teams are tied) (3) Net goal differential (see explanation below) (4) Fewer goals allowed (5) Least cards (yellow/red) accumulated (6) Penalty kicks ( FIFA Laws of the game) Net goal differential: To determine the “net goal differential” between two or more tied teams, all preliminary games will be counted. Net goal differential shall not exceed four (4) per game. Ties in Semi-Final Games and Championship Games: Championship games tied at the end of regulation will be decided immediately by penalty kicks (FIFA Laws of the Game). Protests: Protests must be in writing, and be accompanied by a $250 cash deposit to be presented to the Tournament officials at Cooper Park. All protests must be received at Cooper Park within one hour of the conclusion of the protested game. Referee judgment shall not be a basis for protest. The center referee must be informed of the pending protest at the conclusion of the game and must report in writing on the game card his comments as to the protested situation. Protests, which are upheld, will cause the return of the $250 cash deposit, but protests denied will result in the forfeiture of the $250 cash deposit. Field and Playing Equipment: The Tournament Committee shall have the responsibility for providing nets, field markers, corner flags, and supervisory personnel. Both teams shall be benched on the same side of the field opposite any spectators. Player Uniforms and Equipment: All players of a team will wear the same color shirts, shorts, and socks. Every player must then be dressed alike. The uniforms must be worn with the shirts tucked into the shorts and the socks must be pulled up to cover the shin guards. A player must wear a number on his/her shirt that is unique from their teammate’s numbers. In the event of a color conflict, the home team will change. Final Arbitration: The Tournament Committee will be the final interpreter of the rules and regulations and reserves the right to issue the final decision on all matters pertaining to the Tournament.
